You should keep pairs
The answer is no for more then one reason. First off a 28 gallon tank is far too small for a clown trigger. If you are planning on keeping it for any length of time think a 125 or bigger. Second they are one of the more aggressive trigger species and because of this should only be housed with other larger aggressive fish. Things could be alrigth for some time, especially if the trigger is very young, but they are notorious for quickly changing behavior. You may wake up one day to find your other fish laying on the bottom with large chunks missing. Dont do it man.
